Equity in the expenditures of health care services

Abstract
The proportion of out-of-pocket payment among health care expenditures is very high in Korea, which has a significant distributional impact. This study aims to look at the equity issue in the consumption of health care services. Specifically, we examined the distribution of catastrophic payments for health care services among households and the impact of health care expenditures on poverty. The methodology of this study is similar to that developed by Wagstaff and van
Doorslaer. The data used for analysis is from the 2000 Urban Household Expenditure Survey. Household expenditure is a variable representing the ability to pay of households, and health expenditures include expenditures for drugs, equipment and devices, and health care services.
The main findings are as follows: 1) the incidence of catastrophic payments was as high as 10%, 2) catastrophic payments occurred disproportionately among low-income households, and 3) the below-the-poverty-line households increased by 15.7% after spending health care expenditures.
